01 Will Meta verify a restricted-category business?

Most of the time yes — the verification is about being a real business, not about your category. Categories where Meta refuses verification: pharmacy, anabolic steroids, RC. Categories that verify routinely: CBD, cannabis (with proper docs), adult retail, peptides, supplements, vape.

02 How is WhatsApp different from SMS?

Higher engagement (~80% open rates vs ~25% for SMS), richer media (images, video, buttons, lists), 1-to-1 conversation flow vs broadcast-only. Cost is per-conversation, not per-message. Different category tolerance — several restricted categories work on WhatsApp that don’t on US SMS.

03 What regions does this make sense in?

Brazil, Mexico, India, Indonesia, MENA, parts of SE Asia, Spain, Italy, Portugal. For US-only operators, WhatsApp is a small-volume channel. For international, it’s often the dominant commerce channel.
